The top edge of the bag is lined with a series of large metal grommets (12 total). Threaded through the grommets is a large off-white cotton cord / drawstring. There are two tags attached to the drawstring. One tag is constructed of heavy paper and reads "PUB DOC. / Folded by / If speeches in this / bag are not properly / folded, please return / this tag to superinten- / dent of Senate Speech / Folding Room." The second tag is constructed of cloth and is addressed to "Miss Jeanette Rankin / C/O W. D. Rankin / Helena, Montana".
